Section 504 of the Rehabilitation Act of 1973 guarantees the right of disabled people to equal opportunity and the freedom from discrimination in all programs and activities, which receive Federal financial assistance. Section 504 states: "No otherwise qualified handicapped individual in the United States...shall, solely by reason of his (sic) handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."
