Chapter 766 is a law passed by the state legislature that
requires all school systems to provide special needs programs for students. The programs
provide specialized services to assist students in getting the full benefit from their
educational opportunity. The degree of assistance provided, as well as the type of
assistance, varies according to a student's needs. These are outlined in an individualized
educational plan (IEP) that is developed for each special needs student.
On March 29, 2000, the Board of Education adopted changes to
the Chapter 766 regulations. These changes will be in effect in September of 2000. The
changes can be viewed on the Department of Education web site at http://www.doe.mass.edu/lawsregs/p603cmr28/603cmr28.
There are a number of changes to the 766 statutes that will have an impact on special
education in the vocational school.
